Construction and Improvements (Property Improvement Plan (“PIP”)

EB-5 funding via the NCE will be applied to the capital upgrades, infrastructure, and additions identified and outlined in the Project Company’s Property Improvement Plan (PIP). The scope of the Project includes renovations, infrastructure upgrades, and aesthetic improvements as well as the addition of new features and amenities. New Additions

In addition to a complete reimagining of the Resort’s existing accommodations and amenities, the JCE is also constructing new features to add to the guest experience and generate additional room night demand at the Resort.

Added features include:

Conference Center

A new, 15,000 square feet conference center will be added to the Property to complement the Resort’s existing meeting rooms and event spaces.

New Dining Options

Two new dining venues will be introduced: EOLO, a full-service restaurant at the pond site, and a new juice café at the recreation center. In addition, a new Indian dining concept will be added to the Clubhouse, expanding catering and ongoing food service.

Employee Housing

Approximately 80,000 square feet (100 units) of new employee housing will be built on the Property grounds, consisting of one- and two-bedroom units averaging 800 square feet each.

Timeline

The property was acquired by the Sponsor in 2024. The Project is proceeding through the planning and design phase and the JCE has engaged various specialists, including construction experts, lighting professionals, food and beverage consultants, and interior designers. These teams have developed vision boards and concept designs for the guest rooms, STSAs, and public spaces (as shown in Section 5.1). The Project team has organized renovations for each area of the Resort into five zones for implementation. Restoration, repairs, and infrastructure upgrades will be addressed first, while design plans and construction documents are drafted for structural renovations and new ground up construction.

Renovation activities are projected to occur from the end of November 2025 through the end of December 2027 (25 months). The Resort will remain operational while the Property Improvement Plan is implemented, with guest rooms and STSAs updated in sections to ensure adequate room availability for guests.

Permitting

The JCE will require permitting for certain renovations (including electrical upgrades and structural upgrades) as well as new construction. As the Project is currently in the planning stages, permits have not yet been pulled.
